Maybe we need to revise the advance setting of a course to reduce the advantage that locals may have if the course is set weeks in advance.

Yes, I agree indeed.
In fact why we do not randomly choose three pro and am (from different nationalities) per each course and let them being there earlier and set up the course the same day of the race? It is my personal opinion that we should learn from alpine skiing where no body (except from downhill) is allowed to run the course before the race.
