2009 Rules Update - Circle around cone

Apparently the writing is not clear enough now regarding the circle. It could be read as if it's the actual circle that counts, where it is actually the circly formed by the missing cone that counts. This is a problem when you mark the cone with a really wide line.

Maybe we can replace the rule by something that says "if you can place another cone in it's place, then it's out".

5.3. CONE DISPLACEMENTS
A cone is counted as being displaced if either of these occurs:
· The entire base of the cone is outside of the entire cone-circle on the surface of the
course.
· The cone is tipped over and not standing upright.
I understand your concern, but I'm not sure if it is worth changing the rules for the 1/2" (12mm) line-width that we are talking about.
