now thats cool. where can one buy?
Each truck is mounted on a metal plate, especially shaped to allow a fast change. That plate is then mounted to the board using two screws rather than 4.

What do you do when you have several trucks & wheels combinations but only one board? That's a lot of screwing, unscrewing to get from one setup to another. Here's Anatoly Matsukevich solution to the problem:
