I would add:

The race organizers may decide to give a false start penalty rather than have false starts lead to disqualification.

The race organizers may decide that a certain number of cones hit also will lead to disqualification. A rule of thumb may be >10% or >15% of the total cones.

I would suggest revising the rule to read: "A helmet must be worn."

If more safety gear absolutely has to be required, then it might start with hand coverage. My feeling is that all safety gear besides the helmet should be optional.

You should do what pleases you, why else skate? 1. yes 2. the faster skaters do what works best and none of them skate parallel. It's less stable and you can't turn as hard. At this point skating parallel is liking driving that old restored GT with the teak dash, you do it for the art, not the race....
